Bill Tholl works with RISE on identifying opportunities to integrate the LEADS in a Caring Environment capabilities framework as part of it’s ongoing primary-care enablement supports for OHTs and PCNs. 

Bill Tholl is a former CEO of the Heart and Stroke Canada (1995-2001), the Canadian Medical Association (2001-2008) and HealthCareCAN (2014-2017). As a former senior official at Health and Welfare Canada (1978-1990), he helped frame the Canada Health Act in 1984.

Bill is the founding Executive Director of the Canadian Health Leadership Network and has co-authored two leadership textbooks published by Springer: LEADS in a Caring Environment 2014 and 2020. He has authored or co-authored numerous peer reviewed papers, most recently focused on the need for health system reform in Canada.

He has received number national awards and was appointed an Officer of the Order of Canada in 2019. He is a health economist by training and currently serves as an Associate Professor (P/T) at Macmaster University, Faculty of Health Sciences.
