Assessments of the health- and social-system can help to inform decisions about future reforms. Understanding the goals of a particular system is essential, as this directly influences how performance is measured. One increasingly common approach to measuring performance of health systems is by assessing progress towards achieving the 'triple aim' goals of enhancing the patient experience, improving population health, and keeping per capita costs manageable. In general, social systems aim to achieve similar goals but in a much broader context, focusing on: improving the social service user or citizen experience (rather than the experience of patients), improving population well-being (which includes health but includes many dimensions that go beyond health), and keeping per capita costs manageable across a range of government program and service areas.
